Out of the family way: If India has to move forward, the voting public must wean itself off the Gandhi dynasty

Every now and then, the Indian cricket team turns easy matches into nail-biting finishes. Fans wonder why the game had to be taken down to the wire. Indian politics is in a similar situation, where the BJP seems to be throwing away all the massive political advantages it had gained last year.
With headline-grabbing scams afflicting the Congress, one would have thought that the 2014 elections would be a cakewalk for the BJP. Unfortunately, that is not the case anymore. Instead of making plans to lead the nation, the usual BJP problems - infighting, inconsistent messages and personality clashes - have surfaced again. Too many talented people, too many egos and, frankly, too few ideas hold back the party. Public arguments don't help ins-pire confidence either.
Meanwhile, the Congress plans to wire taxpayers' money into millions of Aadhaar cardholders' accounts right before the elections. Yes, ignore the havoc it will play with the nation's finances or with inflation. We all know free cash in hand works for voters. Doesn't seem like such an easy match for the BJP now, does it?
At a broader level, this isn't about the BJP or the personalities that run it. The BJP represents the non-dynasty, non-Gandhi alternative for India. When the BJP flounders, it isn't just a party or its people floundering, it is a sign that we Indians are still not quite ready to wean ourselves off the Gandhi family. That while we have created a democracy, deep inside we prefer kings at the top. BJP, where technically anyone can reach the top creating a more democratic environment, either does not perform as well in elections or is unable to manage itself well.
Indians see this instability of a non-dynasty party and go back to voting for India's default safety option - the Gandhi family. This is much like people buying gold and tucking it under the pillow in times of crises. It may not be the best investment, but it sure beats putting it in something uncertain.
So why does the BJP constantly suffer such internal battles? Why is it unable to present an image of stability and consistency? More importantly, are we Indians incapable of choosing a leader from within ourselves compared to preordained dynasty?
Of course, there are no easy answers. To the first question, internal battles occur due to a mismatch of expectations of the individuals and the organisation. The Congress doesn't need a clear policy on how the top leadership will be chosen. The top guys will be from the Gandhi family. The next layer would consist of people most liked by the Gandhi family. The family may well use some meritocratic means to promote people, but even if it doesn't, members can't do much. The family has the veto, and anyone signing up for the Congress knows that.
The BJP, however, cannot, and does not operate like that. There is no absolute directive from the top. Party members have the freedom to express their opinions, irrespective of hierarchy. This is wonderful for freedom and better solutions and is a more democratic system. However, it also often leads to abuse of that freedom, or can create a much higher degree of miscommunication among members.
In such cases, the policies and procedures need to be extra objective and transparent. The same should also be well communicated. In some ways, the Congress needs less management. The BJP needs a lot more of it. For instance, there is a school of thought among a section of senior BJP members that only Brahmins seem to get the top party positions. Other seniors in the party disagree with it. Whatever be the case, this issue can be a flashpoint for future trouble and needs to be resolved.
To the second question - of why the BJP is unable to inspire stability - there is no clear sense of what it stands for. The core message of Hindutva is outdated, the plank of anti-corruption was hypocritical and other parties already own the pro-poor theme. The youth in particular don't know what to expect from the BJP.
While it used to be pro-capitalism and pro-business, the retail FDI opposition has led to confusion. It claimed to be anti-corruption, but found it difficult to take action against its own members. Opposing the Congress cannot be the raison d'etre of the party. The exercise to find a new contemporary identity is long overdue. The answer will probably lie in it being aligned with the new India the youth wants to see - merit-based, efficient, accountable and progressive.
The third question is perhaps the most important one. Do we Indians trust ourselves enough to choose our own leaders? Perhaps deep down, we know we are all unethical. Hence, we are cynical when one of us stakes a claim to lead us. A dynasty doesn't face that cynicism. Our feudal mindset quickly allows those who have led us to continue leading us, even if we know we can do better. We want to have leadership, but we don't want to take risks and change things.
Weaning ourselves off the Gandhi family may be difficult, but it is ultimately necessary. It may lead to some short-term instability. But ultimately, things will get better. This positive attitude towards change is what will drive voters towards parties like the BJP, and away from dynasties. Until then, the BJP has some self-reflection to do.

शिवसेनाप्रमुख बाळासाहेब ठाकरे हे मराठवाडा विद्यापीठाच्या नामांतराच्या विरोधात होते असा एक समज काही जण आजही मनात बाळगून आहेत. मात्र त्या संदर्भात घडलेल्या एका घटनेचा मी साक्षीदार आहे. त्यामुळे मराठवाडा विद्यापीठाच्या नामांतराच्या दरम्यान घडलेली ती घटना मुद्दाम नमूद करायला हवी, असं मला वाटतं. 

"हिंदुस्थान समाचार' या वृत्तसंस्थेमध्ये वार्ताहर म्हणून मी काम करीत होतो, तेव्हाची गोष्ट. नामांतराच्या मागणीसाठी दलित पॅन्थर आणि डाव्या पक्षांनी संपूर्ण महाराष्ट्रातून औरंगाबादपर्यंत "लॉंग मार्च' काढला होता. शांतारामबापू जोशी त्यावेळी औरंगाबाद येथे "हिंदुस्थान समाचार'चे मराठवाड्याचे प्रतिनिधी म्हणून काम पहात होते. त्यांच्या सूचनेवरून मला आमच्या ऑफिसने रिपोर्टिंगसाठी औरंगाबादला पाठविले होते. तिथे नामांतराच्या प्रश्नावरून गोविंदभाई श्रॉफ, अनंतराव भालेराव यांच्याशी बऱ्याच मनमोकळ्या चर्चा करता आल्या.

मुंबईला परत आल्यावर एकदा अशीच बाळासाहेबांची भेट झाली. बोलता बोलता गोविंदभाई आणि अनंत भालेराव यांच्याशी झालेल्या खासगी चर्चांची माहिती मी बाळासाहेबांना दिली.

योगायोगाने, या संदर्भात काही महिन्यांनी आणखी एक घटना घडली. विधान भवनातील महाराष्ट्र-कर्नाटक सीमा प्रश्नाच्या बैठकीच्या निमित्ताने रा. सू. गवई यांची भेट झाली. बोलता बोलता ते म्हणाले की, मला बाळासाहेबांना भेटायचं आहे. भेटीची वेळ ठरवतोस का? मी ती जबाबदारी घेतली व थेट बाळासाहेबांशी संपर्क केला. त्यांनी गवईसाहेबांना मातोश्रीवर घेऊन यायला सांगितले. गवईसाहेब आणि मी, गवईसाहेबांच्या लाल दिव्याच्या गाडीतून ठरल्याप्रमाणे मातोश्री बंगल्यावर गेलो.

तेथे दोघांचे अनेक विषयांवर बोलणे झाले. नामांतराचा विषय उपस्थित झाला तेव्हा बाळासाहेब त्यांच्या विशिष्ट शैलीत तिखटपणे बोलले, गवईसाहेब मात्र खूप शांतपणे सारे काही ऐकून घेत होते. तरीही एकूण चर्चा ही खूप खेळीमेळीत सुरू होती. त्यावेळी बाळासाहेबांनी जे काही म्हटले ते महाराष्ट्राच्या इतिहासाच्या दृष्टीने फार महत्त्वाचे आहे.

बाळासाहेब म्हणाले, विद्यापीठाच्या नामांतरास माझा बिलकुल विरोध नाही. मराठवाडा विद्यापीठ नामांतराबाबत माझी भूमिका स्पष्ट आहे. मराठवाडा या नावास एक इतिहास आहे. निजामाविरुद्ध जो लढा तेथील जनतेने दिला, तो मराठवाडा मुक्ती संग्राम म्हणूनच इतिहासात ओळखला जातो. या लढ्यात स्वामी रामानंद तीर्थ यांच्याबरोबरीने गोविंदभाई श्रॉफ, अनंतराव भालेराव, शंकरराव चव्हाण ही मंडळीसुद्धा सहभागी होती. मराठवाड्याला एक लढाऊ इतिहास आहे. हा लढाऊ इतिहास पुसला जाऊ नये, असा माझा आग्रह आहे. डॉ. बाबासाहेब आंबेडकरांच्या नावास मी विरोध करण्याचे कारणच नाही, पण मराठवाडा हे नाव कायम ठेवून विद्यापीठाचे नामांतर करणार असाल तर माझा त्या नामांतराला पूर्ण पाठिंबा आहे. त्यासाठी विद्यापीठाला डॉ. बाबासाहेब आंबेडकर मराठवाडा विद्यापीठ असे नाव द्या आणि मराठवाड्याची अस्मिता कायम ठेवून नामांतर करा, अशी माझी भूमिका आहे. तुमचे काय म्हणणे आहे?' असा प्रश्नही त्यांनी गवईसाहेबांना केला. बाळासाहेबांची ही भूमिका गवईसाहेबांना आवडली व ते जबरदस्त खूष झाले.

सायंकाळी चार वाजता सुरू झालेली चर्चा सुमारे तीन-साडेतीन तास चालली. सायंकाळचे सात वाजून गेले होते. बाळासाहेबांनी चर्चा एकदम थांबविली. गवईसाहेबांना ते म्हणाले, "गवई, माझी बिअर पिण्याची वेळ झाली आहे. थांबणार असाल तर तुम्ही सांगाल तो ब्रॅंड देतो, नाही तर रजा घेऊ.' अर्थात, गवईसाहेबांनी त्या सायंकाळी बाळासाहेबांबरोबर थांबणे पसंत केले...!

मुंबई। बाल ठाकरे के निधन पर मुंबई बंद करने की क्या जरूरत है? पालघर की एक लड़की शाहीन ने फेसबुक पर ये सवाल क्या उठाया, उसका अंजाम भयानक हुआ। उसे और उसके स्टेटस को लाइक करने वाली उसकी सहेली को गिरफ्तार कर लिया गया। उससे चाचा के क्लीनिक पर शिवसैनिकों ने जमकर तोड़फोड़ की। लड़कियां अब जमानत पर हैं।
शाहीन ने अपने फेसबुक पेज पर लिखा था कि रोज हजारों लोग मरते हैं। तब भी दुनिया चलती रहती है। सिर्फ एक नेता की मौत पर, प्राकृतिक मौत पर सभी लोग क्रेजी हो गए। उन्हें ये मालूम होना चाहिए कि हमें ये जबरन करना पड़ रहा है। वो आखिरी वक्त कौन सा था जब किसी ने भी भगतसिंह, आजाद और सुखदेव जैसे उन शहीदों के लिए 2 मिनट का मौन रखा हो। उन शहीदों के लिए जिनकी वजह से आज हम आजाद भारत में जी रहे हैं। सम्मान कमाया जाता है। दिया नहीं जाता। निश्चित तौर पर दबाव देकर भी सम्मान नहीं लिया जा सकता। आज मुंबई बंद है लेकिन डर से, सम्मान के लिए नहीं।

शाहीन के इसी कमेंट पर पुलिस ने उसे और उसके कमेंट को लाइक करने वाली लड़की को गिरफ्तार कर लिया। हालांकि बाद में दोनों को जमानत मिल गए। लेकिन इसका खामियाजा शाहीन के चाचा को भुगतना पड़ा और शिवसैनिकों ने उनके क्लीनिक पर जमकर तोड़फोड़ की। पुलिस की कार्रवाई से अब सवाल उठ रहे हैं कि क्या फेसबुक पर अपने विचार रखना अपराध है।

कपिल पाटील विचार रद पवार यांनी राजू शेट्टी यांचा एकेरी उल्लेख केला. पवार साहेबांचं वय लक्षात घेता, हा त्यांचा अधिकार आहे असं म्हणता येईल. पण पवार साहेबांनी राजू शेट्टींची चक्क जात काढली.
राजू शेट्टी कुणी ऐरेगैरे नव्हेत. खासदार आहेत. राज्यसभेवर नव्हेत. शरद पवार ज्या लोकसभेत निवडून गेलेत त्याच सभागृहात राजू शेट्टी स्वबळावर निवडून गेलेत. घरात राजकारणाची परंपरा नसतानाही ते खासदार झाले. ते नुसते खासदार नाहीत. शेतकरी आहेत. शेतकरी योद्धा आहेत.
तरीही शरद पवार म्हणाले 'कोण कुठला राजू शेट्टी?'
शरद पवार यांची प्रतिमा केवळ राष्ट्रवादी या पक्षाचे नेते इतकीच नाही. देशाचे कृषिमंत्री झाले म्हणून नाही. त्या आधी तीन-चार दशकापासून महाराष्ट्र आणि देश त्यांना शेतकर्‍यांचा नेता म्हणून ओळखत आहे. इंग्रजी वर्तमानपत्रे भले त्यांना स्ट्राँग मराठा मॅन म्हणून म्हणत असतील. महाराष्ट्रातील वर्तमानपत्रांनी शरद पवारांचा उल्लेख नेहमी जाणता राजा असा केला. जाणता राजा ही काही साधीसुधी पदवी नव्हे. महाराष्ट्राचं दैवत असलेल्या शिवछत्रपतींना उद्देशून जाणता राजा म्हटलं जात होतं. महाराष्ट्राचा इतिहास, भूगोल आणि जात वास्तव माहीत असलेल्या शरद पवारांनी राजू शेट्टीची चक्क जात काढली.
राजू शेट्टी जैन समाजाचे आहेत. आणि त्याच समाजाच्या ताब्यात असलेले कारखाने ते चालू देतात, आणि मराठय़ांचे कारखाने बंद पाडतात, अशी आगच पवारांनी लावून दिली. वस्तुस्थिती ही नाही. शरद पवारांना ते माहीत नाही काय? त्यांना चुकीची माहिती दिली गेली, असं म्हणणं भाबडेपणाचं ठरेल. पवारांच्या वक्तव्यात नुसती जात नाही सांगितली. त्यांच्या समाजाचे आणि आमच्या समाजाचे अशी सरळ विभागणी त्यांनी केली आहे. ते आणि आपण अशी द्वेषमूलक विभागणी आणि हाक त्यात आहे. म्हणून त्या वक्तव्यावर पहिल्यांदा विश्‍वासच बसला नाही. दहा वेळा तपासून घेतल्यावर धक्काच बसला.
विश्‍वास यासाठी बसला नाही. कारण याआधी मराठय़ांचे लाडके नेते असले तरी शरद पवार मराठा नेते म्हणून कधी वागले, वावरले नाहीत. यशवंतराव चव्हाणांच्या या शिष्याने आणि नंतर एस.एम. जोशी यांनाही त्याच श्रद्धेने राजकीय पितृत्व बहाल करणारे शरद पवार यांनी आपली प्रतिमाही तितकीच व्यापक, सर्वसमावेशक, न्यायी आणि सेक्युलर बनवली होती. शरद पवारांचं राजकारण आणि त्यांच्या विकासाचं मॉडेल मान्य नसणार्‍यांच्या मनातही पवारांची ही प्रतिमा कायम होती. शरद पवार मुख्यमंत्री असताना त्यांच्या घरी फारुख अब्दुलांचे चिरंजीव आणि आता जम्मू काश्मीरचे मुख्यमंत्री असलेले ओमर अब्दुला शिक्षणासाठी राहत होते. पवार दाम्पत्याने त्यांना पुत्रवत प्रेम दिलं.
पवारसाहेब दिल्लीत होते. केंद्रात मंत्री होते. तेव्हा त्यांच्याकडे निहाल अहमद यांच्यासोबत जाण्याचा एकदा प्रसंग आला होता. तेव्हा सुशीलकुमार शिंदे यांच्याविरोधात जनता दलाने रवी पाटील यांना उमेदवारी दिली होती. लिंगायत मत फुटून सुशीलकुमार शिंदे पडतील, याची काळजी त्यांना लागली होती. शिंदेसाहेबही लिंगायतच आहेत, असं मी त्यांना तेव्हा सांगितलं होतं. पण तेव्हा त्यांच्या डोळ्यामध्ये शिंदेबद्दलचं प्रेम आणि निवडणुकीत त्यांना दगाफटका होऊ शकतो याची अस्वस्थता पाहिली होती.
आणखी एक प्रसंग आठवतो. पुलोद मधलं मुख्यमंत्रिपद गेल्यानंतर शरद पवार दहा वर्षे विरोधी पक्षांचं नेतृत्व करत होते. त्या उत्तर काळात एका अनौपचारिक पत्रकार परिषदेत पवारांनी प्रशासनातल्या, पोलिसांमधल्या अधिकार्‍यांमध्येही जात व धर्म कसा घट्ट रुतलेला असतो, याचा मुख्यमंत्री काळातला किस्सा त्यांनी ऐकवला होता. दंगलीचं रिपोर्टिंग मुख्यमंत्र्यांना करायला येणारे अधिकारी त्यांच्या लोकांनी हे केलं आणि आपल्या लोकांनी... असा शब्द प्रयोग करत. त्यांचे कोण? आणि आपले कोण? असं मुख्यमंत्र्यांनी विचारल्यावर ते मुस्लीम आणि आपले हिंदू असं अधिकारी सांगत. वास्तव सांगताना त्याबद्दलचं वैषम्यही पवारांनी त्यावेळी सांगितलं होतं. आणि आता तेच शरद पवार त्यांच्या समाजाचे आणि आपला समाजाचे असा उल्लेख करते झाले. शरद जोशी यांनी शेतकर्‍यांचे अभूतपूर्व आंदोलन उभं केलं. तेव्हा महसूलमंत्री असलेल्या शालिनीताई पाटील यांनी त्यांना ब्राह्मण ठरवलं, तेव्हा शरद जोशींच्या बाजूने उभे राहिलेले शरद पवार आता राजू शेट्टींना जैन ठरवत आहेत.
सांगली आणि कोल्हापूर जिल्ह्यात मराठी भाषिक जैनांची संख्या मोठी आहे. महाराष्ट्राला लागून असणार्‍या कर्नाटकातही जैन संख्या मोठी आहे. आणि याच पट्यात लिंगायत (धर्म-वीर शैव) समाजही मोठय़ा संख्येने आहे. दोघांची महाराष्ट्राचं नेतृत्व करणार्‍या नेत्यांनी शेतकर्‍यांमध्ये प्रदेशाची व जातीची भिंत कधी घातली नव्हती. त्यांचे लोक आणि आपले लोक अशी द्वेषाची विभागणी कधी केली नव्हती. दु:ख आणि क्लेश याचे होतात की, ही विभागणी दुसर्‍या कुणी नव्हे, तर शरद पवार यांनी केली आहे.

भोपाळ- कॉंग्रेसचे खासदार देवास सज्जनसिंह वर्मा यांनी राष्ट्रीय स्वयंसेवक संघाच्या स्वयंसेवकांचे कौतुक करीत कॉंग्रेसच्या कार्यकर्त्यांवर सडकून टीका केली आहे. सूरजकुंड येथील चिंतन शिबिरानंतर कॉंग्रेसच्या खासदाराने कार्यकर्त्यांवर तोंडसुख घेतल्याने कॉंग्रेसला घरचा अहेर मिळाला आहे.

निमूच येथील सभेला संबोधित करताना देवास सज्जनसिंह वर्मा म्हणाले, की संघाचे स्वयंसेवक भाजपसाठी कोणतीही अपेक्षा न ठेवता निष्ठेने काम करतात तर आपले नेते एसीच्या ऑफिसबाहेर पडत नाहीत. आगामी निवडणुकांमध्ये आपल्यालाच यश मिळेल, अशा भ्रमात कॉंग्रेस नेते आहेत. परंतु, त्यांनी जमिनीवर उतरून प्रचार केला नाही तर निवडणुकीत यश मिळणे सहज शक्‍य होणार नाही. दिल्लीतील नेते आपल्या कामात मग्न आहेत. त्यांना मध्य प्रदेशमधील कामात रुची नाही. मध्य प्रदेशमधील जंगलांमध्ये दौरे करण्यास कॉंग्रेसचे नेते इच्छुक नसतात. भाजपला संघाचा पाठिंबा आहे. संघाच्या पाठिंब्यावर भाजप जिंकून येऊ शकते. निवडणुका कशा जिंकायच्या हे स्वयंसेवकांना बरोबर माहीत आहे.

सभेनंतर वार्ताहरांशी बोलताना मात्र वर्मा यांनी आपण स्वयंसेवकांचे कौतुक केल्याचा इन्कार केला.

32000 year old Idol of Many news about prehistoric founds and their possible meaning reached the world in the last decades. One of them, found in South Germany, puts scientist around the world in amazement. The centerpiece is the “lion man”, an idol that is made from the tusk of a mammoth in the form of a human body with a lion head. Amazingly it is dated back 32,000 years from now.
This discovery brought a lot of attention in the archaeological circles in Europe. In Excavations around 1930-35 at the Lonetal area near Ulm, German scientist already found an immense cave system with lots of prehistoric artifacts in it.
First, only representations of birds, horses, turtles and evensingle lions where found but not a morphological combination of men and animal. Naturally the “lion man” was quite outstanding and unique. It became also clear during the later examinationsthat the “lion-men” was used for ritual purposes, unlike the other items which seemed to have accompanied the dead and so on.
The Idol was found exactly at the place in the cave where day and night meet, about 20 meters away from the entrance and buried 1,20 meter deep under the ground. Many parts of the figure were broken and where found a little away in this area. Therefore it took some time to finish the work of completing and reconstructing the figure and to see it as a whole.

From the viewpoint of Vedic culture of ancient India, Lord Vishnu appeared in a divine human form with a lion face to protect his devotee and to stop religiousness. A description of a standing idol form of this lord is found in the agama silpa shastra and is called “kevala narasimha”. In India still many ancient temples exist, where deities of Sri Narasimha Bhagavan are worshiped, often at special locations like on high mountain peaks or in caves.
Many ancient, highly developed cultures had some kind of idols or pictures of lions with a human face or torso. A purely ritualistic Relic, like for example the Sphinx of gizeh or the Egyptian goddess of war sekhmetm, with a lion head, or Mithra, the Sun god of Persia, with a lion face, the Assyrian Gate Guardians of Babylon or the Etruscan lion with wings at the entrance of the Temple mountain at Troy are well known examples for this.
An now this amazing discovery in Lonetal in a deep cave which is directed to north east towards the little river lone. Extraordinary is also the exact position of the found of the lion-man. It immediately reminded me of the ancient story from the Puranas, known to all devotees of LordVishnu, where Hiranyakashipu, the great demon, achieved nearly immortality by the blessings of Brahma. This demon asked for the boon that he could not be killed by a beast or man, nor in the sky or on earth, not inside or outside a house, not in the day or in the night, not with weapons or by hand and so on. Lord Vishnu then appeared out of a column to kill this demon. But to fulfill the boon Brahma gave, he appeared at dusk and killed him on the doorsteps of his palace with his sharp nails.
It is off course difficult or maybe impossible to finally judge if this idol was a part of a global Vedic civilization but nonetheless our visit of the exhibition, where one can see the figure in a cave like hall, and our later trip to the original place of discovery where very breathtaking and mystical and made us meditate deeply about our predecessors and ancient times long ago where god was present directly on earth, or later in his idol form in many temples all around the world. (Lord Vishnu’s Avatar) found i

New Delhi: For more than a decade, politics in Gujarat has been synonymous with Narendra Modi. With the Assembly elections due in a few weeks, the scenario seems to no different. The Bharatiya Janata Party (BJP) strongman, who has ruled Gujarat with an iron hand since October 2001, has swatted all opposition with such ruthlessness that today there is no virtually no leader in the state capable of challenging him.
Modi has steamrolled the opposition, which is primarily the Congress, to win two back-to-back Assembly elections and 2012 looks no different. According to a pre-poll survey conducted by the Centre for the Study of Developing Societies (CSDS) for CNN-IBN, Modi-led BJP is once again set to decimate the Congress and romp home with a thumping majority. The survey interviewed 3658 voters in Gujarat and found that almost 50 per cent of them were in favour of the BJP, while the Congress was way behind with just 36 per cent.
In the 2007 Assembly election, the BJP won 117 seats in the 182-member Assembly with a vote share of 49 per cent, which is likely to see a one percentage point gain in the 2012 poll. The Congress, on the other hand, has slipped two percentage points and will get only 36 per cent of the votes compared to 38 in the 2007 elections. The Gujarat Parivartan Party of Keshubhai Patel, a former BJP leader and Gujarat chief minister, is set to get a paltry three per cent of votes. Keshubhai Patel's party did not exist during the 2007 election. Other smaller parties will grab the remaining 11 per cent, down from 13 per cent five years ago.
In a two-cornered contest, a difference of 14 per cent in vote shares means that the race has been decided even before it started. And in Gujarat it is Modi all the way despite the conviction and sentencing of one of his former ministers in a 2002 riots case and the arrest of another in a fake encounter case.
The survey reveals that even though his close aides are feeling the heat of the law-enforcing agencies and the judiciary, Modi has consolidated his position as the Numero Uno in the state while the Congress has slipped, failing to counter an increasingly aggressive Gujarat chief minister.
Modi is helped in his mission to score a hat-trick of victories by the strong pro-incumbency sentiment, which is even greater than it was five years ago. The CSDS survey shows that 52 per cent of the voters are in favour of giving the BJP another chance to form the government, up from 48 during the 2007 poll. Modi's personal popularity is also intact with nearly half the respondents - 49 per cent - backing him for the Chief Minister's post. None of his rivals is even in the double digits when it comes to the chief ministership stakes.
In fact, the one big message from the survey is that Modi's popularity is at an all-time high. In 2002 when Modi helped BJP back to power in the backdrop of state-wide riots, only 37 per cent of the voters wanted him as the chief minister. But since then - barring 2004, when his popularity fell to 31 per cent - he has consolidated his position; in 2012, there is no leader who comes anywhere close to him.
A major factor behind Modi's rising graph is that the state under his stewardship has made rapid economic progress, and all the economic indicators are healthy. A majority of the voters credit the BJP for Gujarat's development, and even most non-BJP and non-Congress voters believe that Modi's rule has been development-oriented. The only blemish in his track record is that the condition of farmers and employment generation has been rated negatively by those surveyed.
Meanwhile, in a double whammy for the Congress, most Gujarat voters blame the Congress-led UPA government and not Modi’s regime for rising prices. On the issue of corruption, both the UPA and the state government are viewed as being guilty, but here too the Centre is the bigger villain. The satisfaction with Modi's performance as the chief minister is also higher than the satisfaction with Manmohan Singh's performance as the prime minister.
Sure, Modi fails to score higher than Bihar Chief Minister Nitish Kumar, Madhya Pradesh's Shivraj Singh Chauhan, Raman Singh of Chhattisgarh and Odisha's Naveen Patnaik when it comes to the state governments' performance satisfaction. But still, his following is so huge that even though 43 per cent of the voters give a thumbs down to his style of speaking and campaigning, claiming that these are not consistent with Gujarat's culture, a huge majority of 67 per cent believe that the state’s honour and prestige has increased because of him.
The 2002 riots, which are still used by his opponents to target Modi, too, are no longer a major issue for most of the electorate. The majority among both Hindus and Muslims want to forget the 2002 riots. The desire to see riots' guilty punished is much less today than it was 10 years ago, both among Hindus and Muslims. While in 2002, 85 per cent of the Hindus wanted those found guilty of 2002 riots punished, the number has plummeted to dropped in 2012. What is more striking is that only 51 per cent of the Muslims now want the riot-guilty to be punished, down from 95 in 2002.
But one disturbing finding of the survey is that both Hindus and Muslims are not as optimistic about communal peace as they were five years ago, with a smaller 55 per cent believing that 2002 type riots can never happen again, compared to 69 per cent Hindus and 80 per cent Muslims in 2007. A majority of those surveyed also want Modi to apologise for the 2002 riots.
A look at the regional patterns shows that the BJP is well ahead of the Congress in all the regions of the state. In Saurashtra and Kutch (Kutch, Surendranagar, Rajkot, Jamnagar, Porbandar, Amreli, Junagadh and Bhavnagar districts) which account for 54 seats, the party is ahead of the Congress while Keshubhai's party is influential in only some seats.
North Gujarat (53 seats in the districts of Banaskantha, Patan, Mehsana, Sabarkantha, Gandhinagar and Ahmedabad) and South Gujarat (35 seats in the districts of Narmada, Bharuch, Surat, Dangs, Navsari and Valsad) are firmly in BJP's grasp and the Congress is able to challenge the party only in Central Gujarat that has 40 seats in Kheda, Ananad, Panchmahals, Dahod and Vadodara districts. But in Central Gujarat, too, the BJP is ahead of the Congress.
So while the results of the two-phase election will be known only on December 20, the Modi engine is powering ahead the BJP even as the Congress desperately tries to play catch up.
